How long did it take the workers to complete that? It's very different from what I'm used to seeing.

The building does look as though its about to launch into space.
I'm not sure when they actually began construction on it, but they've been talking about it for years. I have a photo that I took last Septmeber of it being built. The steel frame was in place, but it looked far from finished.
